My best recollection of the 60 Minute IPA recipe I left with Dogfish Head in 2004, featuring a 100% pilsner malt body, a mildly characterful English ale yeast, and hopped with Simcoe and Amarillo, both very new varieties at the time.

Draft. Amber beer with a cream head. Light citrus aroma. Light summer and light floral flavor with light citrus. Medium bodied. Good bitterness. Light summer fruit and light floral notes linger.
