AZURE CITY
In the deep fringes of the Cloud Empire exists a deep space anomaly, a water nebula. The Cloud Empire uses the water nebula as a reservoir to supply H20 to a myriad of planets and deep space ships. Azure City relies heavily on the water nebula for its terraforming program as well. Over time, scientists begin to introduce marine life into the project, specifically fisheries. Once stable, these fisheries are shipped off colony to maintain the larders of the empire.
